Requires the state auditor to conduct an audit after each primary and general election to review election accuracy following certification by the state canvassing board

State auditor shall randomly select one county from the group of Burleigh, Cass, Grand Forks, Morton, Stark, Ward, and Williams Counties, and one county from all remaining counties in the state

Mandates a full manual recount of all ballots cast in the two selected counties, including all municipal, county, statewide, and national races on ballots

Audit must commence immediately after the state canvassing board issues its certification statement, with results made public within 90 days of audit commencement

Authorizes the state auditor to adopt rules necessary to implement the audit procedures
