Moves the deadline for rural ambulance service district boards to certify their annual expense estimates from June 30 to August 10 each year.

Clarifies that incorporated cities within proposed rural ambulance service district boundaries are subject to petition requirements for district formation.

Changes deposit requirements for district tax revenues from "state or national bank" accounts to "bank or credit union" accounts.

Replaces references to section 57-40.6-10 with subsection 1 of section 23-27-01 regarding ambulance service area designations for annexation procedures.

Appropriates $7,000,000 from the community health trust fund to the Department of Health and Human Services for rural emergency medical services and ambulance service district operations for the biennium July 1, 2023 through June 30, 2025.
