• Amends the definition of "dangerous weapon" to remove specific knife types (switchblade, gravity knife, machete, scimitar, stiletto, sword, dagger) from the list, keeping only knives with blades of five inches or more.

• Prohibits political subdivisions from enacting ordinances, rules, or taxes relating to transportation, possession, carry, sale, transfer, purchase, gift, devise, licensure, registration, or use of knives or knifemaking components, and voids all existing such rules and ordinances.

• Prohibits political subdivisions from enacting rules or ordinances regulating knife manufacture that are more restrictive than regulations on other commercial goods, and voids all existing such rules and ordinances.

• Defines "knife" as a cutting instrument with a sharpened or pointed blade for purposes of the bill.

• Maintains existing exemptions for self-defense sprays and voltage devices, with limited exceptions for individuals prohibited from possessing firearms.
