Expands access to certified copies of complete death records to include funeral directors, coroners, and medical examiners in addition to relatives, authorized representatives, and licensed physicians.

Creates new exempt records classification for images taken by coroners, medical examiners, or their personnel using digital cameras or similar devices.

Permits coroners, medical examiners, and physicians to use autopsy photographs, images, or recordings for teaching, training, and publication purposes after redacting identifying information and anonymizing facial recognition data.

Adds teaching or training of coroner personnel and other licensed or certified medical professionals as an allowable use of autopsy materials alongside existing uses for law enforcement, attorneys, and scientific experts.
