Requires each North Dakota legislative assembly to adopt conflict of interest rules that mandate members disclose potential conflicts relating to any bill in which they have a direct, unique, substantial, or individual interest.

Mandates a mechanism be established to record each conflict of interest disclosure and make it readily available to the public.

Exempts members of the legislative assembly from the ethics commission's conflict of interest disclosure process if the legislature adopts rules at least as restrictive as the ethics commission's rules.

Designates House Rule 321, Senate Rule 321, and associated conflict of interest rules enacted by the sixty-eighth legislative assembly as meeting the restrictive standards and controlling conflict of interest disclosure for legislators.

Declares the act an emergency measure.
