Prohibits government entities and other persons from maintaining lists or registries of privately owned firearms or firearm owners, except during criminal investigations and prosecutions or for merchant marketing campaigns.

Prevents financial entities from requiring firearms-specific merchant codes that distinguish firearms retailers from general merchandise or sporting goods retailers, and prohibits declining transactions or taking action against customers based solely on firearms code assignments.

Authorizes the attorney general to investigate violations, issue written notices requiring cessation within 30 calendar days, and pursue injunctions; establishes a penalty of $10,000 per transaction for willful violations.

Creates a merchant code violation fund in the state treasury funded by collected penalty fees; allows individuals harmed by violations to request disbursements of up to $5,000 from the fund with attorney general approval.

Directs the legislative management to study costs for North Dakota retailers in collecting and remitting sales and use tax during the 2023-24 interim, categorizing merchants by sales volume and reporting findings to the 69th legislative assembly.
