Amends subsection 4 of section 40-05-24 of the North Dakota Century Code regarding property tax incentives for cities.

Defines "negotiation" to allow governing bodies of affected counties or school districts to negotiate terms of tax incentive participation, including duration and the taxable value selected for the base year used to compute tax increments.

Expands definition of "property tax incentive" to include tax increment finance districts used to offset public or private costs for urban renewal.

Declared an emergency measure effective immediately upon passage.
