Creates new offense prohibiting individuals from operating a bicycle or riding an animal while under the influence of alcohol or drugs to a degree that renders them a hazard to themselves or the public on roadways or publicly accessible areas.

Establishes a $200 fee penalty for violations of the new drunk bicycling or riding offense.

Deems bicycles and ridden animals as vehicles for purposes of chapters 39-08 through 39-13 of North Dakota Century Code, except that they may not be deemed vehicles for purposes of section 39-08-01.

Amends section 39-10.1-01 to carve out an exception for the new drunk bicycling/riding provision from the general $5 maximum fee for chapter violations.
