Directs North Dakota's legislative management to conduct a study during the 2023-24 interim on statutory provisions governing certification of site compatibility for electric energy conversion facilities.

Study must review provisions of the North Dakota Century Code that authorize the public service commission to issue certificates of site compatibility for electric energy conversion facilities.

Study must examine the certification process for site compatibility and the impact of certifications on subsurface mineral rights for mineral owners or mineral lessees.

Legislative management must report findings, recommendations, and any necessary implementing legislation to the sixty-ninth legislative assembly.
