Creates new section to North Dakota Century Code chapter 12.1-34 establishing rights for sexual assault survivors, defined as victims of crimes under chapter 12.1-20 and their authorized representatives.

Requires prosecuting attorneys and law enforcement to preserve all evidence until the statute of limitations expires or the offense is adjudicated, and to inform survivors of available counseling, treatment, and support programs including rape crisis centers and victim assistance hotlines.

Prohibits charging sexual assault survivors for costs of acute forensic medical examinations and preliminary medical screening examinations; the attorney general shall reimburse healthcare facilities for reasonable costs incurred from legislative appropriations.

Grants survivors over age eighteen the right to receive copies of law enforcement reports and acute forensic medical examination records upon request from prosecutors, law enforcement, or healthcare facilities.

Provides survivors the right to have an attorney or sexual assault counselor present when speaking with law enforcement about the assault, and the right to be informed of their legal rights under the chapter.
