Defines a suitable adoptive home as one where the petitioner is a licensed, certified, or approved family foster home for children, as prescribed by the department.

Allows investigation reports to include the petitioner's foster care assessment to demonstrate suitability of the adoptive home.

Maintains existing exceptions to investigation requirements for stepparent adoptions, adult adoptions, and relative adoptions meeting specific criteria (nine months residence, no abuse/neglect allegations, and court approval).
