• Prohibits landlords from sending termination, non-renewal, or vacation notices for residential leases during November through March unless the tenant has caused significant damage, poses a safety risk, or failed to pay rent in the previous five months

• Establishes a residential rental advisory committee under the North Dakota housing finance agency that must meet at least twice per calendar year

• Committee membership includes 15 categories of representatives: housing finance and health officials, five tenant residents, three landlord/property manager representatives, homeless advocates, legislative members, local government officials, and fair housing/community action representatives

• Committee duties include providing guidance to reduce statewide eviction rates, developing a residential tenant bill of rights, reviewing landlord and tenant rights guidelines, promoting informational resources, and improving tenant-landlord relationships

• Committee members are selected on the last Thursday in December of each even-numbered year and may seek public and private funding to carry out their duties
