Amends Section 54-35-02.4 of the North Dakota Century Code to clarify the employee benefits programs committee's jurisdiction and duties during legislative sessions and interim periods.

Committee must review legislative measures and proposals that fiscally impact state employee or political subdivision retirement programs and health/retiree health plans, with a majority of members having sole authority to determine if a proposal affects a program.

Committee or its designee may enter contracts with actuaries, request information from state agencies and political subdivisions, and establish operational rules; each affected program pays actuarial costs from its own fund without prior appropriation.

If a measure affecting public employee retirement, health insurance, or retiree health insurance programs is introduced without a committee report, the committee chairman and vice chairman must request and provide an actuarial report to the standing committee.

Legislation enacted in violation of these requirements is invalid, and any benefits provided must be reduced to pre-enactment levels.
