Authorizes the Budget Section of the Legislative Management to hold public hearings on federal block grants and related expenditure plans under the Omnibus Budget Reconciliation Act of 1981 and other relevant federal statutes.

Approves the Department of Commerce appropriation bill for community services block grant program funding for the period ending September 30, 2025.

Delegates the Legislative Assembly's public hearing responsibility for additional or revised block grants approved by Congress after the legislature adjourns to the Budget Section, since the legislature will not meet in regular session during 2024.

Grants authority to the Budget Section to hold hearings from the recess or adjournment of the Sixty-eighth Legislative Assembly through September 30, 2025, using methods and procedures it deems appropriate.

Allows the Budget Section to provide public notice and conduct the authorized hearings using flexible procedures of its own determination.
