U.S.S. Frank E. Evans collided with HMAS Melbourne on June 3, 1969, during Operation Sea Spirit in the South China Sea, killing 74 United States sailors, including two North Dakota residents: Patrick Gene Glennon of Fessenden and Robert James Seale of Grand Forks.

The 74 crew members killed were eligible for inclusion on the Vietnam Veterans Memorial Wall under 38 U.S.C. § 101, as they died as a direct or indirect result of military operations in Southeast Asia while the ship was engaged in combat support missions.

North Dakota's 68th Legislative Assembly urges the 118th Congress to pass S. 849 and H.R. 7972 to include the names of all lost U.S.S. Frank E. Evans crew members on the Vietnam Veterans Memorial Wall.

The Secretary of State shall forward copies of this resolution to the President of the United States, congressional leadership, and all members of the North Dakota Congressional Delegation.
