Designates December 6th as "Miner's Day" in North Dakota to recognize the mining industry.

Urges the federal government to refrain from enacting regulations that threaten the reliability and affordability of electric power in North Dakota.

Requests the federal government withdraw and revise regulations and administrative actions that negatively impact the use of North Dakota's lignite coal reserves for domestic power generation.

Calls on the federal government to increase partnerships with North Dakota and industry to develop technological solutions for continued lignite-based electric generation.

Directs the Secretary of State to send copies of the resolution to the President, EPA Administrator, Secretaries of Energy and Interior, and North Dakota's Congressional Delegation.
