Urges Southwest Power Pool and Midcontinent Independent System Operator to take prompt action to correct market failures that have allowed power generation capacity retirements to outpace replacement capacity.

Identifies announced dispatchable generation retirements in the 15-state MISO region scheduled to exceed 30 gigawatts by 2030, which will worsen as weather-dependent generation expands on the grid.

Directs North Dakota Public Service Commission and Transmission Authority to advocate for policies that fairly compensate dispatchable energy resources, properly value all generators for grid reliability contributions, and ensure generation availability at all hours.

Notes North Dakota's aggressive carbon neutral goals by 2030 involving commercializing carbon capture storage technology, positioning the state differently from regions with renewable energy mandates.

Requires Secretary of State to forward the resolution to the Federal Energy Regulatory Commission, Public Service Commission, North Dakota Transmission Authority, North Dakota Congressional Delegation, and both regional grid operators.
