Directs the Legislative Management to study the increasing need for inpatient mental health care for children in North Dakota and assess adequacy of home- and community-based care and outpatient services.

Requires data collection on what mental health services are available in the state for children, where services are offered, and how many children need services.

Requires gathering data on the number of children on waiting lists, denied services due to lack of availability, and sent out of state for treatment due to service gaps.

Directs investigation into cost data for in-state and out-of-state services, including how costs are distributed between the state and families, and circumstances requiring parents to surrender guardianship for children to access services.

Requires Legislative Management to report findings and recommendations, along with any necessary legislation, to the Sixty-ninth Legislative Assembly.
