Directs the Legislative Management to study and clarify roles of the State Board of Public School Education, Superintendent of Public Instruction, school district boards, and the North Dakota High School Activities Association regarding spectator conduct at high school activities.

Addresses documented instances of racial discrimination and harassment at high school sporting events, including a January 31, 2023 incident where spectators imitated monkey sounds and directed racial slurs at a student athlete of color.

Requires clarification of expectations for proper spectator conduct and consequences for violations, with emphasis on promoting good sportsmanship, good citizenship, and embracing diversity.

Establishes a task force to provide input including representatives from the State Board of Public School Education, the Superintendent's office, school boards, the High School Activities Association, tribal representatives, and a parent appointed by Bismarck Public Schools' Indian Education Director.

Requires the Legislative Management to report findings and recommendations, including any necessary legislation, to the Sixty-ninth Legislative Assembly.
