Directs the Legislative Management to study whether stand-alone ambient air quality monitors should be installed on the Fort Berthold Reservation to track and mitigate air and water pollution from oil and gas development.

Addresses concerns that volatile organic compounds may be present in the air on the Fort Berthold Reservation in both oil- and gas-producing regions and areas without oil and gas production.

Requires the state to establish a baseline of air quality on the Fort Berthold Reservation by reviewing historical data gathered by the Environmental Protection Agency.

Mandates the Legislative Management report its findings, recommendations, and any required implementing legislation to the Sixty-ninth Legislative Assembly.
