Appropriates $98,974,017 total funds ($51,627,910 from general fund) to the attorney general for the 2023-25 biennium, including increases for salaries, operating expenses, capital assets, and grants.

Transfers $2,760,000 from the lottery operating fund to the gaming and excise tax allocation fund by June 30, 2023, to fund the statewide litigation funding pool for state agency litigation expenses through June 30, 2025.

Establishes a $5,000,000 statewide litigation funding pool ($1,797,748 from general fund, $3,202,252 from gaming and excise tax allocation fund) for transfer to eligible state agencies, with restrictions on use for judgments.

Increases the attorney general's annual salary to $165,879,812 through June 30, 2024, then to $169,864,284 thereafter.

Authorizes grant programs for human trafficking victim services ($1,105,404), forensic nurse examiner programs ($251,482), and law enforcement resiliency services ($400,000) with reporting requirements to the appropriations committees.
