Appropriates $15,853,379 in special funds to the insurance commissioner for the biennium July 1, 2023 through June 30, 2025, including $10,668,172 for salaries and wages and $2,637,667 for operating expenses.

Increases full-time equivalent positions from 38.00 to 47.00, including 9 new positions.

Raises the insurance commissioner's annual salary to $130,241 through June 30, 2024, and $135,286 thereafter.

Makes government self-insurance pools subject to specific insurance regulatory chapters (26.1-01, 26.1-02, 26.1-04, 26.1-25, and 26.1-26) with limited exceptions.

Establishes that government self-insurance pool reserve information is confidential except in supplementary proceedings to enforce judgments, and makes pool records subject to open records laws.
