Appropriates $107,611,466 from the game and fish fund and special funds for the North Dakota Game and Fish Department for the biennium ending June 30, 2025, including $36,487,747 for salaries and wages, $27,207,769 for land habitat and deer depredation, and allocations for operating expenses, capital assets, and aquatic nuisance species programs.

Authorizes 170 full-time equivalent positions, including 6 new positions, for the department during the 2023-25 biennium.

Provides a contingent appropriation of $27,150,000 in federal funds and 4 full-time equivalent positions to administer programs under the federal Recovering America's Wildlife Act, available only upon enactment of that federal law.

Permits the Game and Fish Department to spend up to $2,777,778 for midterm conservation agreements with private landowners with terms not exceeding 30 years and includes buyback provisions after 15, 20, and 25 years.

Allows up to $2,000,000 in appropriation authority transfers between operating expenses, capital assets, and grants line items with notification to the legislative council.
