Appropriates $1,138,242 from the general fund to the ethics commission for the biennium beginning July 1, 2023, and ending June 30, 2025, consisting of a base level of $623,984 and enhancements of $514,258

Increases full-time equivalent positions from 1.00 to 3.00, adding 2.00 new positions

Allocates $98,825 in one-time funding for attorney fees ($72,000), office relocation ($25,000), and new FTE position costs ($1,825), which will not be part of the entity's base budget for the 2025-27 biennium

Directs legislative management to study during the 2023-24 interim the feasibility of establishing a fee structure or rate system to offset ethics commission operating expenses, including comparison with other regional states' funding methods

Requires the ethics commission to provide reports to legislative management during the 2023-24 interim detailing complaints received, education and outreach efforts, and budget status
