Appropriates $318,875,262 in total funds ($28,152,539 general fund and $290,722,723 special funds) to various North Dakota state departments and institutions for the period from the effective date through June 30, 2023.

Allocates $310,000,000 to the Department of Health and Human Services for Medicaid expenses, with $285,000,000 from estimated income and $25,000,000 from the general fund.

Provides $1,000,000 to the Attorney General for a statewide litigation funding pool and $75,000 for prosecution witness fees.

Authorizes $5,722,723 from the state disaster relief fund to the Adjutant General for loan repayment and interest on loans related to disaster and law enforcement costs, plus $1,700,000 to the Agriculture Commissioner for emergency feed transportation loan repayment.

Declares the Act an emergency measure and directs the Attorney General to seek federal reimbursement for Dakota Access Pipeline-related costs to repay Bank of North Dakota loans.
