Appropriates $3,000,000 from the general fund to the North Dakota Department of Public Instruction for the paraprofessional-to-teacher program for the biennium July 1, 2023 through June 30, 2025.

Grants must be awarded to accredited institutions of higher education to assist paraprofessionals in becoming qualified teachers.

Department of Public Instruction may award up to $20,000 per qualifying institution for program startup and administrative costs, with remaining funds used only for tuition and scholarships for enrolled students.

Department of Public Instruction is authorized to establish policies and procedures to administer the program.
