Amends the children's cabinet membership to replace legislative leader designees with two appointed legislative members (one from even-numbered districts, one from odd-numbered districts) each from the House and Senate serving two-year terms.

Designates the chairman of legislative management or an appointed legislative assembly member to appoint one legislative member as presiding officer, with the cabinet selecting its own vice-presiding officer.

Requires the cabinet to coordinate leadership across government branches and tribal nations to meet children's needs, develop strategies for early care, education, health, child welfare, and juvenile justice services.

Mandates the cabinet provide annual reports to legislative management and the governor on activities and findings.

Declares the Act an emergency measure.
