Amends section 54-57-09 to require the office of administrative hearings to track case processing time and report quarterly statistical information to legislative management and the state advisory council, with a goal of issuing decisions within an average of 215 days per case.

Modifies section 65-05.1-06.3 to allow workforce safety and insurance to implement pilot programs for alternative rehabilitation service delivery methods, including return-to-work trials and intensive job search assistance.

Repeals sections 65-01-19 and 65-03-05 of the North Dakota Century Code, eliminating previous reporting requirements for workforce safety and insurance pilot programs and safety grant programs to legislative management.

Requires coordination with other state agencies (job service North Dakota, department of health and human services, North Dakota university system, and department of public instruction) when pilot programs utilize their services.
