Amends Section 65-02-30 of the North Dakota Century Code to require quadrennial independent performance evaluations of workforce safety and insurance operations by a firm with extensive workers' compensation expertise selected by the state auditor.

Transfers oversight of performance evaluation element selection from the workers' compensation review committee to legislative management, which may select no more than four elements for evaluation.

Allows the state auditor to select additional evaluation elements, with a maximum total of eight elements unless exceptional circumstances warrant more than eight.

Repeals Section 54-35-22 of the North Dakota Century Code, eliminating the workers' compensation review committee.

Continues appropriations from the workforce safety and insurance fund for performance evaluation expenses and requires organizations to develop and maintain comprehensive, objective performance measurements.
