Amends Section 54-27-26 of the North Dakota Century Code to redirect transportation funding and expenditure reports from the tax commissioner to the director of the department of transportation.

Requires counties, cities, and townships to submit annual reports on transportation project and program funding and expenditures within ninety days after the close of each calendar year.

Report must include by fund: beginning balance, revenues by major source, expenditures by major category, ending balance, and any other information requested by the director of the department of transportation.

Allows townships to submit a copy of their annual township financial report provided to the county as their annual transportation report.
