Amends subsection 9 of section 44-04-17.1 of the North Dakota Century Code to redefine what constitutes a "meeting" for public entities.

Expands definition of "meeting" to include formal or informal gatherings and work sessions conducted in person or through electronic means involving a quorum of governing body members discussing public business.

Adds new exclusion stating meetings of the judicial branch or judicial committees and workgroups are not subject to the definition and are instead governed by section 5 of article XI of the North Dakota Constitution.

Maintains existing exclusions for chance social gatherings, emergency operations, association meetings, training seminars, and regulatory board examinations where public business is not discussed.
