Expands the definition of "complainant" to include individuals subject to state agency licensing or involved in quasi-judicial proceedings before state agencies, in addition to North Dakota residents.

Requires the ethics commission to provide accused individuals with written complaints, summaries of oral complaints, witness statements, and other documentary evidence within 20 calendar days of receiving the complaint, subject to confidentiality requirements.

Extends the deadline for accused individuals to provide a written response from 20 to 30 calendar days after receiving the complaint or after the commission requests a response.

Requires the commission to notify accused individuals of summary dismissals before the notification required under the section.

Passed the Senate 45-1 and the House 79-10 during the 2023 legislative session.
