Changes penalty for breaking or plowing uncultivated leased land from forfeiture under section 15-04-18 to automatic lease forfeiture plus liability for state damages and guilt of class B misdemeanor.

Modifies organized event approval process on trust lands to require written commissioner approval after consultation with lessee, rather than requiring current surface land lessee written approval.

Clarifies beehive authorization must be granted in writing by the commissioner rather than only through surface land lease provisions.

Repeals section 15-04-18 of North Dakota Century Code in its entirety regarding land leasing penalties.
