SB 2051 Summary

• Requires psychiatric residential treatment facilities for children to obtain two sets of fingerprints and conduct criminal history record checks on facility operators, employees, contracted service providers, and nonemployees having contact with children.

• Establishes similar fingerprint and criminal history record check requirements for shelter care programs that provide temporary emergency placement for youth ages 10-18 for up to seven days.

• Expands criminal history record check requirements for certified family foster homes for children providers, child-placing agencies, and children's advocacy centers to include employees, volunteers, and students for field placement who have direct contact with children or families.

• Specifies that criminal history record investigations completed for one facility or program type may be reused to satisfy requirements for other related facility or program types, but federal bureau of investigation records cannot be reused across different investigation purposes.

• Requires the Department of Health and Human Services to pay costs for fingerprinting, state criminal history record information, and nationwide background checks for all covered facilities and programs.
