Amends North Dakota Century Code sections 39-03-09 and 54-21-17.1 to clarify and expand highway patrol powers, replacing language of "general police powers" with specific "peace officer" authority in multiple contexts.

Changes section 39-03-09 to specify that highway patrol officers exercise peace officer powers over violations on state property, during emergency responses, when requested by other agencies, and when providing dignitary protection.

Modifies section 54-21-17.1 to assign control of capitol building security keys and electronic card access: superintendent controls exterior doors, legislative council controls legislative branch interior doors, and agency heads control other interior doors.

Requires the superintendent to determine procedures for issuing and returning exterior door keys, including processing of replacement fees, and grants authority to adopt emergency lockdown procedures for the capitol building and executive mansion.

Bill passed the Senate 47-0 and House 84-0 with 10 absent votes.
