Creates new statute allowing the Insurance Commissioner to deem a producer license application withdrawn if the applicant fails to respond to a written request regarding an incomplete application within 20 days, with no refund of accompanying fees.

Removes requirement for social security numbers on producer licenses, replacing it with personal identification numbers or Internal Revenue Service identification numbers.

Expands notification requirements for licensees to include electronic mail address changes in addition to residential, business address, and legal name changes, with notification allowed through the national association of insurance producers database.

Changes life settlement and public adjuster license renewal dates to April 30th annually (or before) instead of anniversary dates, with special transition provisions for licenses issued between May 1, 2023 and July 31, 2023.

Repeals sections 26.1-26-37 and 26.1-26-46 relating to physical copies of producer licenses and automobile rental company staff insurance solicitation requirements.
