Eliminates option for fire insurance companies to certify that statistical data has been reported directly to an advisory organization instead of filing forms with the commissioner.

Removes reporting requirement for insurance commissioners to design and adopt forms for insurers to report experience data on periodic basis regarding modified community rating implementation.

Modifies health insurance board audit requirements to request audits by independent or state auditors only if no audit has been performed during the federal innovation waiver period under the Affordable Care Act.
