Amends North Dakota Century Code section 38-08-04 to expand the Industrial Commission's regulatory jurisdiction to include wellhead and lease equipment, oil and gas separators, emulsion treaters, boilers, electric generators, flares, underground gathering pipelines, flare mitigation systems, and all other equipment located at or on oil or gas well sites.

Grants the commission authority to regulate the location and operation of wellhead and equipment at oil and gas well sites and underground gathering pipeline facilities.

Maintains existing commission powers to require identification of well ownership, well logs, directional surveys, proper drilling and casing practices, bonding requirements, production measurement, and record-keeping for all oil and gas operations.

Specifies that leak, spill, and release reporting requirements do not apply to quantities less than 10 barrels cumulative over 15 days if fluid remains on-site and the well was spud or facility constructed after September 1, 2000.

Clarifies that the amendments do not modify requirements under the federal Clean Air Act or Clean Water Act and their corresponding state chapters.
