Updates Plant Variety Protection Act references from July 31, 2020 to July 31, 2022 in multiple sections of North Dakota Century Code related to seed certification requirements.

Requires seed from plant variety protected under the federal Plant Variety Protection Act to be certified by an official seed-certifying agency before sale, even when sold directly by producers without advertising.

Establishes civil penalty cap of ten thousand dollars per violation for violations of seed certification chapters, enforceable by court or seed commissioner with authority to apply to district court for payment collection.

Changes penalty authority in section 4.1-57-22 from "court or seed commissioner" to "seed commissioner in an administrative hearing" for class A misdemeanor violations related to potato dealer conduct.

Adds seed commissioner authority to apply to district court to compel payment of civil penalties imposed under chapter violations.
