Creates section 24-02-45.4 of the North Dakota Century Code authorizing the director of transportation to enter agreements and accept federal or nonstate funds for administering reimbursable electric vehicle charging grant programs.

Allows the director to contract with any person for administration, approval, and inspection of EV charging projects constructed by public or private entities or political subdivisions.

Establishes that federal formula funding for reimbursement grants must be at least 10 percent but may not exceed 80 percent of a project's cost-share, with remaining costs from federal, public, political subdivision, or private funding.

Prohibits political subdivisions from having ownership interest in electric vehicle charging stations.

Requires the Department of Transportation to present a report to legislative management by July 1, 2024, regarding the deployment and administration of electric vehicle charging stations.
