Creates the North Dakota Board of Reflexology consisting of three licensed reflexologist members appointed by the governor for three-year staggered terms.

Requires reflexology applicants to be at least 18 years old, complete a minimum 100-hour course from an approved school, provide three character references, and pass practical and written examinations with scores of 80 percent and 70 percent respectively.

Sets initial licensing fee at $150 and annual renewal fee not to exceed $100, with a $50 late fee for renewals after June 1; requires 12 continuing education credits every three years for license renewal.

Authorizes the board to deny, refuse to renew, revoke, suspend, or place on probation licenses for gross malpractice, incompetence, mental or physical health endangerment, rule violations, false advertising, unprofessional conduct, or fraud in admission.

Makes it a Class B misdemeanor for an individual to advertise as a reflexologist or practice reflexology without a license.
