Amends North Dakota Century Code section 32-09.1-05 to modify procedures for serving garnishment on the state of North Dakota, its institutions, departments, or agencies through the director of the office of management and budget.

Maintains the $25 fee for making and filing an affidavit of disclosure in garnishment proceedings, with fees deposited in the state treasury.

Allows the director of the office of management and budget to establish an optional electronic method for service of garnishment that does not require disclosure fees.

Passed the Senate 47-0 and the House 81-4 during the 2023 legislative session.
