Amends North Dakota Century Code Section 54-59-05 to expand the Information Technology Department's powers and duties relating to statewide IT standards and services.

Removes exception for statewide interoperable radio network financing, allowing all software, equipment, and implementation service financing agreements to be subject to the standard five-year limit and 7.5% appropriation threshold.

Adds new authority (effective after July 31, 2023) for the IT Department to provide information technology and cybersecurity services to tribal government administrative, elementary, secondary, and higher education institutions at rates equal to those provided to state agencies.

Authorizes the IT Department to enter memoranda of understanding and mutual aid agreements with other state, local, tribal, or territorial governments for cybersecurity consulting, strategy development, and incident response, with cost-recovery provisions.

Maintains existing IT Department responsibilities including network management, project review, equipment financing approval, cybersecurity oversight, and reporting guidelines for state agencies.
