Amends the definition of "tank" to include containers used to store petroleum, ethanol, or biodiesel, whether aboveground or underground.

Adds two new categories of tanks eligible for reimbursement: aboveground diesel fuel generator tanks and tanks storing ethanol or biodiesel for wholesale purposes with capacity over 20,000 gallons.

Modifies corrective action reimbursement eligibility criteria to require "substantial compliance" rather than full compliance with applicable federal, state, and fire marshal rules at time of release discovery.

Establishes that the Department of Environmental Quality determines substantial compliance by considering the chapter's purposes, how rule violations affected the tank, and the extent of remedial action required.

Passed with unanimous Senate approval (47-0) and nearly unanimous House approval (87-0).
