Amends section 23-41-04 to require licensed medical hospitals or homes (rather than maternity hospitals or homes) to report births of children with visible congenital deformities to the Department of Health and Human Services within three days.

Amends section 50-06-05.1 to remove references to maternity homes from the Department's licensing and inspection powers, effective after June 30, 2025.

Repeals chapter 50-19 of the North Dakota Century Code, which contained regulations governing maternity homes.

Provides two versions of the amended statute—one effective through June 30, 2025, and another effective after that date—to allow transition of maternity home oversight responsibilities.

Passed by the Senate 47-0 and the House 91-1 in the 68th Legislative Assembly.
