• Amends the acute cardiovascular emergency medical system law to require the Department of Health and Human Services to maintain a statewide STEMI heart attack database using the ACTION registry-get with the guidelines data platform or equivalent platform for continuous quality improvement.

• Requires designated STEMI receiving centers to participate in the statewide registry and coordinates with national voluntary health organizations to avoid duplication in heart attack quality improvement efforts.

• Exempts emergency medical services personnel from safety belt requirements while providing direct patient care in motor vehicles designed for fewer than eleven passengers.

• Establishes a legislative management study during the 2023-24 interim to comprehensively examine emergency medical services delivery, including funding, volunteer training and retention, rural systems approach, employment options, public safety pension access, and distressed ambulance services.

• Directs legislative management to report findings, recommendations, and implementing legislation to the sixty-ninth legislative assembly.
