Creates a clean natural gas capture and emissions reduction program providing incentives for natural gas capture and utilization systems on oil and gas well sites or gathering pipeline facilities that collect or utilize over 50 percent of propane and heavier hydrocarbons for beneficial use.

Authorizes the industrial commission to make grants, loans, or provide other financial assistance to qualified entities for activities including gas compression/liquefaction, conversion to liquid fuels or electricity, conversion to computational power, tank vapor collection, and temporary gas injection in lieu of flaring.

Grants the industrial commission authority to accept donations, grants, federal funds, and contributions; keep financial records; establish rules and policies; and consult with the council on program administration.

Designates up to $3,000,000 from the oil and gas research fund for the program during the biennium beginning July 1, 2023, and ending June 30, 2025, classified as one-time funding.
