Amends North Dakota Century Code sections 19-03.1-05, 19-03.1-11, and 19-03.1-13 to update schedules of controlled substances under state drug laws.

Adds numerous synthetic opioids and opioid analogs to Schedule I, including isotonitazene, butonitazene, etodesnitazene, flunitazene, metodesnitazene, metonitazene, and N-pyrrolidino etonitazene.

Adds multiple fentanyl derivatives to Schedule I (examples include acetyl fentanyl, acryl fentanyl, cyclopropyl fentanyl, and over 40 other variants).

Adds depressants and benzodiazepines to various schedules, including clonazolam, etizolam, flualprazolam, flubromazepam, and bromazolam in Schedule I depressants.

Declares the act an emergency measure, with passage requiring two-thirds majorities in both chambers (Senate: 47-0, House: 92-0-2).
