Allows qualifying National Guard members to receive tuition grants for enrollment at accredited out-of-state postsecondary education institutions, up to 100 percent of the cost of tuition and fees at the highest-rate North Dakota university system institution.

Grants are subject to legislative appropriation and regulations adopted by the Adjutant General, who must establish qualification requirements and distribution procedures.

Grant recipients must maintain satisfactory performance with the National Guard, meet qualification requirements, and pursue a course of study meeting the postsecondary institution's normal requirements.

Defines "out-of-state" to include online or remote courses offered by accredited postsecondary institutions located outside North Dakota.

Requires the National Guard to report to legislative management by June 1, 2024, on tuition grant usage, including numbers of grants awarded for out-of-state institutions and online or remote coursework.
