Updates references to the Uniform Code of Military Justice to the version in effect December 31, 2022, and the Manual for Courts-Martial, United States 2019 edition.

Clarifies that commanders may administer nonjudicial punishment for offenses while on military duty status or state active duty in accordance with Part V of the Manual for Courts-Martial.

Updates the Servicemembers Civil Relief Act reference from the version in effect December 31, 2020, to the version in effect December 31, 2022.

Extends the period during which national guard training area and facility development trust fund principal and accrued interest and income must be used for Camp Gilbert C. Grafton training center land acquisition and new armory construction from June 30, 2023, through June 30, 2029.
